Apparently US unemployment fell again last month, by nearly a quarter or a million, better than expectations, to the lowest level since Feb 2009.
Good news, yes?

yes ... does it prove that Obama is doing things correctly or that America is more resilient than Europe?

Could it indicate that both are partly true? Or is there some NOR logic applying that I'm not aware of

You are right. The NOR "logic" is the logic of a two-party system and two competing political ideologies.

RJ, if that were the only cause, then it would be hard enough to deal with. In reality, people are quick to jump to false dichotomies because they are easier to understand than the nuance of reality.

On your question though...
If it shows that America is more resilient than Europe, surely we'd expect only a predicted fall in unemployment. I suspect that it does show that the recovery is doing well because the right policies are in place, and because the US is in a better place than Europe.
I think Europe would be in a better place if Frau Merkel would allow it to follow the right policies (unfortunately, the German government are being too short-sighted and parochial). And if my Prime Minister was being less of a jerk about the whole thing.
