There are two things that need to happen to equalize educational opportunites and ability to build wealth due to racial segregation: whites have to support efforts to have black and brown kids enroll at their schools and more black and brown people live in their neighborhoods. These kinds of changes have been historically resisted by white "liberals" who are in theory sympathetic to improving opportunities for minorities.(by the way I went to a high school for my last two years that had a majority of black students--only 13% of white students do so. I am sure that had quite an impact on my politics.)
