You probably need 12 carrier strike groups so you have a nice even biblical number.
Rebuilding America's Defenses - Sept 2000 provides the rationale. Why would you want to give up being the world's sole superpower?

The answer is "yes," particularly if the President gets re-elected. We're going to need them for all the no-fly zones the Obama Doctrine demands--Syria, North Korea, and Mexico for starters.
Sorry, was that political?
Of course, it's pretty tough to separate the military from politics when it is used for political reasons.

No fly zone in Mexico??? What about Spring Break 2013? The Love Boat goes to Puerto Vallarta, not Cancun. There are going to be some very unhappy teenagers.
Oh well. Again, as long as there's a good reason . . .

If we're trying to stop slaughter across the globe, we ought to take care of our neighbors.

Thus the need for AT-ATs, Mexico is the perfect place to use them.
But make them waterproof so that you can have them emerge from the water during an assault. How cool would that be when starting operations in Tijuana?
