The issue was to get the issue properly investigated and heard. To assume the outcome beforehand is the very definition of prejudice. So long as the DoJ investigation was thorough and carried out properly, that is itself the right result.

And I see no proof that Holder 'ruled' anything - he did not carry out the investigation himself, and the people who were would have determined whether the evidence warranted any charges or not. That may have needed approval up the chain, but chances are there was no real decision to be made, based on the noises from the past few months.
