I know that I have a viewpoint that is different than some on this topic, but is MSNBC really advocating that children belong to whole communities?

The idea of a person 'belonging' to another/other implies ownership. I don't believe that parents 'own' their children, or that the community does.

What I do believe is that parents and the wider community have a responsibility to the children. If the parents cannot or will not discharge that, then someone has to - or the child will suffer,
