When the United States declared war against Germany in April 1917 after the Zimmerman Telegram fiasco, it was completely unprepared for war. To build up an army the USA used propaganda and patriotism. The recruiting song, "Over There" was written by George Cohan, also known as the "Man who owned Broadway" and who later wrote Yankee Doodle Dandy. Of course, songs only go so far, and the USA instituted a draft after just 73,000 men enlisted.
