Inspired by the Machiavelli variant (O Ducat All!) hosted by kendercommander and interested in the Spanish Civil War (particularly due to the Redscape discussion on the subject) I found this map, designed by Charles Feaux de la Croix, and tried incorporate portions of the Machiavelli rules in a 20th century setting.

In discussion with kendercommander the following rule-set was formulated. I would appreciate any feedback on the ideas outlined herein and any suggestions for improvement.
