From what I'm told--amazon.co.uk. Apparently the UK has price subsidies or caps or whatever that apply to sales made to overseas customers as well.
Of course, this screws everyone else out of some of the money they'd make... government intervention at work.

I would recommend:
www.allbookstores.com
This site does not sell books but rather, much like the travel sites, pulls prices from various online sellers. You can compare prices, shipping costs, and shipping times all in one place. If you have the ISBN #, you're in even better shape.
Don't forget to compare to your campus bookstore! They are generally much more conveniant, especially if classes have started.

.co.uk is on average 10% cheaper than .com per book, excluding p&p, shocking really.

Depending on your school bookstore's return policu, you might be abe to buy the books there and use those until the books you bought inline arrive, then return the books you got at the bookstore.
Also, check to see if your library has the books on reserve. You can depend on that until the books arrive by mail as well.

Yeah, I never thought of looking at the library until 2nd semester last year, when one of my profs pointed out that to me.
Checked this semester and found out that half of my books were at the library and two of them were not on Reserve...
So I checked them both out and saved myself about 100 bucks or so.
Sidenote- What fourm is this in again?

...and for the end of the semester, my brother was offerred $20 for 11 books. He put them on Amazon and got $40 for three of them.
And by the way, working at the bookstore in college, I can tell you that the ISBN is like the Social Security Number for a book. Use it. It will ensure that you get the right edition, printing, etc. Some authors write variations of the same book or they are published in different format (hardcover/softcover). Using the correct ISBN will make sure things like page numbers match up with the rest of your class mates. It also makes online searches much faster.
